AS A DAYTIME ONLY STATION OPERATED NON-COMMERCIALLY BY AMERICA'S LARGEST CITY GOVERNMENT, WNYC HAD MANY SITUATIONS WHERE THEY NEEDED TO BROADCAST PAST LOCAL SUNSET IN ORDER TO COVER CITY EVENTS. THIS NEED INCREASED DURING THE START OF WORLD WAR II WITH THE NEED TO BROADCAST EMERGENCY INFORMATION AS WELL AS INFORMATION ON THE MILITARY DRAFT. EVENTUALLY, ON A SPECIAL BASIS, THE FCC PERMITTED WNYC TO OPERATE A DIRECIONAL ANTENNA AT NIGHT IN ORDER TO BROADCAST FROM 6AM TO 10PM LOCAL TIME. THIS ARRANGEMENT ANGERED CO-CHANNEL STATION WCCO IN MINNAPOLIS. THIS ANGER WOULD ESCALATE IN 1964 WHEN WNYC WOULD FILE AN APPLICATION TO OPERATE 50 KW DAY AND NIGHT ON A DIRECTIONAL ANTENNA. WCCO'S CLAIMED THAT THE WNYC OPERATION WOULD CAUSE SIGNIFICANT INTERFERENCE IN THEIR SECONDARY NIGHTTIME SERVICE AREA (SKYWAVE).
TO RETALIATE, WCCO FILED AN APPLICATION TO INCREASE TO 750 KW (E.G. 750,000 WATTS), WHICH THE FCC FLATLY REJECTED. THE 6AM TO 10PM ARRANGEMENT BY SPECIAL TEMPORARY AUTHORITY LASTED FROM LATE 1942 TO ABOUT 1986 WHEN WNYC MOVED FROM 830 TO 820 AND OPERATED NIGHTS AT 10KW.
